NJYS continues to update their process and 2011-2012 has some changes in the rostering process.
Beginning 2011-2012, teams will no longer be charged for player passes by NJYS. Teams will be charged a team fee that shall be collected by the leagues when registering teams. The team fee will be the same charge as previously charged for pass packets, but will be a team charge. All NJ teams looking to register with NJYS and obtain passes, will be charged a team fee. However, there will be no separate pass fee or charge.

NJYS TRANSFER RULE CHANGE
Effective for the 2010-2011 Seasonal Year

The following amendment to the NJYS By-Laws has been adopted by the State Association, NJYS, effective for the 2010-2011 Seasonal Year.

 
In effect, once a player is placed on a roster for the Fall, that player will not be eligible to transfer to another club team until the Spring season. Players still can transfer without a sit if they are moving within a club, are a small sided team; have documented issues with a coach or trainer; move more than 35 miles from their original team; or a team disbands before the seasonal year is completed (for example, not enough players for spring season due to other sports) causing a player not to have a place to play on a team within his/her own club.
 
 Bylaw Change to the Player Transfer Policy
 
The NJYS Bylaws Section XVIII, A is amended to read: “Any player rostered to a team is bound to that team for the entire seasonal year unless the player is released or transferred.  Players may only transfer from a team in one club to a team in another club during an open transfer window which has been established by the Board of Directors.  In situations where player abuse has been proved by the league Board of Directors, the transfer window may be waived.  Players may transfer between teams in the same club at any time.”
 
The Board of Directors has established the following two open transfer windows:
1) A window will open at the conclusion of the Fall season of the league the player would be leaving and will close 10 days before the start of the Spring season of the league to which the player would be transferring. (*)
2) A window will open at the conclusion of the Spring season of the league the player would be leaving and will close on August 1 of the seasonal year.
 
The Open Transfer Windows are league dependent except for the August 1 date.  All other transfer requirements must be met during the transfer window; meaning the new team documentation requirements and the three game wait before participating with the new team must be met.  
Example:  The league begins play on September 3 and concludes the Fall season on November 22.  The Spring season of the league begins on March 31.  Once a player is rostered to a team in the Fall season, that player is prohibited from transferring to a team in another club until November 22, the close of the Fall season, and must complete any transfer before March 21, ten days before the start of the Spring season.”
 
CLARIFICATIONS:
(*) The three game sit starts when the transfer is validated by the new team DC, which will be only during the transfer window. The first window starts the day the fall season finishes and ends ten days before the spring starts.  The second window starts the day the spring season finishes and is open for the rest of the seasonal year.
