Referee Game Day Report Cards
Two different league cards available for games (one blue; one green)
Home teams are responsible for bringing the referee game day report card.  The visiting team should be prepared to attach their roster to the game cards before the referee checks in the players.
 
Looking at your game schedule, you will note if the match is a CJYS match or a MSSL match.  Your age group coordinator can assist you, if you have difficulty distinguishing.
 
Use the game day report card that corresponds with the game affiliation.  Such as, if the match indicates CJYS (or NJYS), use the CJYSA referee game day report card.  If the match indicates MSSL (or USCLUB), use the MSSL referee game day report card.
 
To make your life a little bit easier, we have also included the roster label template.  Download the  template and type in your team roster, including pass and jersey numbers.  Make separate templates for each YSA and USCLUB passes.  Then print the template on Avery #5164 white shipping labels.  Viola! You are ready to attach your roster to the game card - whether you are the home team or the away team!

No Pass, No Play, No Exceptions. Coaches must also have passes.

Referees are assigned only by USSF registered assignors.

The game is played according to the FIFA Laws of the Game with slight modification for youth rules such as substitutions done only on possession for throw-ins.

Players that do not arrive by the second half will not play and have their names crossed off the roster.

Shin guards, socks, jersey and shorts are mandatory.

Teams and spectators are on opposite sides of the field, as per league requirements.

USYS/NJYS passes will be used exclusively in Flight games required for NJYS State Cup qualification.

US Club passes are permitted for games crossing over between MAPS flights (the responsibility is on the coaches, not the referee to monitor this distinction), provided the game is played under MSSL league (We permit the use of US Club passes in certain games to allow teams the roster flexibility it provides).

A team cannot mix its passes, meaning the player passes of one team cannot be of different governing bodies. They are either Youth passes or US Club passes - this applies to all players and coaches of a given team.  Further, both teams MUST play under the same sanctioning body for league games. This means US Club plays against US Club and USYS plays USYS.  This is a requirement of USSF.

 

(In tournament play, USSF permits sanctioning bodies to approve and host open tournaments whereby one team to play under US Club passes, and the opponent play under Youth passes.  Subsequently MSSL tournaments permit the same.) 

Referees will verify game card roster with player pass number, name and shirt number as well as coach pass.

The home team is allowed a 15 minute grace period and the visiting team a 30 minute grace period.

All MAPS games, ages U11 thru U19, must have a three person system if available. Club linesmen will be used if there is only one referee. Priority is on the older ages for three-person system if there is a shortage of referees. If 2 refs show up NEVER use the 2 man high school system (dual system).

Game durations will be the following for each Division. There is no overtime for League play. (Note that longer game lengths do not concern me, as much as shorter ones do. Games played to qualify a team for State Cup participation must be equal to or longer than the State Cup game length for that age group.)

Div 1 = U17-U19, 90 minutes, size 5 ball

Div 2 = U15-U16, 80 minutes, size 5 ball

Div 3 = U13-U14, 70 minutes, size 5 ball

Div 4 = U11-U12, 60 minutes, size 4 ball

Div 5 & 6 = U8-U10, 50 minutes, size 4 ball

Home Teams must present the Referee with Game Cards accompanied by completed Rosters from each team. Each coach signs the Game Card and the HOME team coach is responsible for mailing the card after the referee completes the card. The Referee will mail the Player Passes of sent off players,along with a description of the send off, to:
